Technical Director,(15 - 18 yrs.),Dubai - United Arab Emirates

Responsibility:

• TD is a member of the Marine Management Team, responsible for operations and performance of the Marine Technical Departments consisting of 50+ employees.

• Actively participate with the company Senior Management Team to contribute to the
development of the Marine technically and with regard to general business development.

• Ensuring an efficient second tier management team is in place with an efficient weekly
follow up meeting structure to measure, report and evaluate ongoing performance.

• Managing all aspects of maintenance, repair, survey and certification, dry docking, conversion or modification of all owned vessels.

Planning:

• Define depts. performance objectives and linkage with organization’s strategic plan.

• Identifying actions and activities needed to achieve the objectives.

• Assisting the MD with establishing an Annual Operating Plan with set targets for productivity & health/safety improvements resulting in continuous financial and operational development of company.

• Preparing and managing department budget and vessels operating budgets.

• Ensure master project schedule and plans are made during tender and execution stage.

• Prepare detailed forecast and actual output for key projects including all major repairs and new builds

• Continuously monitor project progress and advise action to meet the schedule, if delayed.

• Supervise activities of assigned Planning, Scheduling and Cost Control personnel for the Project Control.

• Review plans prepared by sub contractors/suppliers during major projects including repairs, conversions and new builds projects and ensure it is in line with the Master project schedule.

• Keep Senior Management informed of the Project Progress, Contractor and vendor's performance and alerts management on issues likely to impact Project Cost and Schedule before they occur and propose mitigation plans

Organizing:

• Acquiring or assembling the resources needed to meet depts. Objectives.

• Establishing the structural framework (systems & procedures) for managing the department’s processes and resources.

• Creating a work environment that promotes teamwork and co-operation, where technical department personnel can prosper; find rewards in their efforts; and, be suitably motivated and challenged to improve their performance.

Staffing:

• Providing detailed recruitment specification to HR/crewing Dep. to build a highly qualified technical team

• Selecting, hiring, assimilating and training personnel needed to achieve the department’s objectives.

• Approving technical’s crews for the whole fleet.

• Developing the unit’s individual and collective competence level to meet or exceed the planned objectives.

• Retaining the department’s competent personnel by creating a motivational environment.

• Evaluate their competence yearly in June on Company’s Competence Checklist and chart training plans for individuals.

5.4 Directing:

• Ensuring Company fleet is properly maintained in accordance with each vessel’s maintenance plan.

• Direct the actions and activities of the department’s personnel in achieving the planned objectives

• Providing the support needed by the department performers in realizing the product or service produced by the department

• Assure that his Managers maintain a systematic method of asset inventory in the departments; and, maintaining a system of internal controls including a robust preventive maintenance regime that will protect these assets from theft, loss, or unnecessary depreciation.

5.5 Controlling:

• Monitoring department performance and comparing actual results to plans

• Taking appropriate corrective actions as needed

• Maintain an internal system of monitoring & measurement and ensure that Managers & Supervisors in dept. & those assigned to various projects are complying to and meeting all the Quality, Health, Safety & Environment requirements as per our established QHSE management system and as required by customer.

• Identify areas for continual improvement and provide for Management Review, data of measures necessary for continual improvement in his department.

• Ensuring that managers, supervisors establish the root cause of any failed job, delay, complaint or Non-conformity and successfully resolving it; and with the QHSE manager, implement policies, procedures, and processes necessary to prevent any recurrence.

Business Development:

• Assisting the MD with the development and maintenance of relationships and alliances with Ship Owners, Industries etc. that promote the goodwill of the company and serve its interests best.

• Have considerable focus on recruitment, increasing efficiency, enhancing competency and to develop the management skills of the mid management staff.

• Develop & implement succession planning for individual department managers/supervisors.

• Enforce and protect the Marine standards for integrity, ethics & job performance.
