1.Scope of Responsibilities:
Supervise and lead a team of engineers and designers in carrying out detailed engineering work for large sized projects assuming entire responsibility for conceptual and detailed design and provide necessary technical information for procurement in compliance with tender specifications/data sheets and within budgeted man-hour and project schedules.
2.Primary Duties:
A) Review ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.

B) Review contract requirements for project execution, organize the preparation of the Technical Document Register (TDR), identify requirements and scope of work; review specifications and Data Sheets, Piping & Instrumentation Diagrams (P&ID’s), Plot plans, General Arrangement (GA) drawings, Review Philosophies, Area Classification Drawings and other relevant documents. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.

C) Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work.

D) Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.

E) Develop Manpower charts and schedules, recommend, assign and distribute manpower for the execution of engineering activities within budgeted project man-hours. Recommend cost effective measures to reduce overall manpower costs.

F) Organize the preparation of equipment and material specifications and data sheets, administer the development of detailed engineering calculations and drawings including the preparation of Single Line Diagrams, Schematic Diagrams, Logic Diagrams, Cable Schedules and Cable Drum Schedules, Interconnection Schedules, Hazardous Area Classification, Equipment Lay-outs, Cable Routing and Lay-out Drawings, Cable Trench/Tray Lay-out Drawings, Lighting System Lay-out and Details, Earthing/Lighting System Lay-out and Details, Heat Tracing Lay-out and Details, Installation Standard Drawings, Relay Coordination Drawings and other required documents.

G) Direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.

H) Organize the preparation of single-line diagrams, load schedules, equipment sizing and electrical distribution diagrams for client approval. Coordinate the development of load lists and system studies using ETAP software. Perform design calculations for earthing, lightning protection, lighting, relay settings etc.

I) Provide inputs for the preparation of plot plans, organize the issuance of engineering drawings and technical documents for Inter-Discipline Checks (IDC’s) coordinate with other engineering discipline in the integration of data inputs.

J) Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials. Ensure materials are obtained within scheduled timeframes and budgeted costs.

K) Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through the use of PETROCEPT software.

L) Direct and monitor Material Take Off (MTO) activities, identify irregularities and shortfalls, take corrective action as required.

M) Participate in HAZOP meeting with the client and representatives of the other engineering disciplines.

N) Interact with Quality Assurance for quality issues, strictly ensure compliance with Company’s ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.

O) Provide clarification and guidance and technical support to construction sites and commissioning engineers, provide startup assistance as required.

P) Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, recommend training and development requirements.

Q) Perform related duties as and when directed by Direct Supervisor.

3. Job/Cost Impact

Leads the activities in converting the project from concept to detailed engineering. Works within Project Budget requirements. Serves as the tie-in in the department team for inter-discipline engineering concerned with the project. Accountable for overall discipline related activities for the successful completion of project within allotted schedule, manpower and costs.

Job Description POSITION OVERVIEW:
Motivates and Lead a team of telecom engineers and designers under his supervision for carrying out telecom package detailed engineering work in large sized Oil & Gas EPC projects assuming entire responsibility from conceptual to detailed design. Reviews alternative methods and solutions for complex telecom engineering problems and selects the most efficient and economical option to achieve the design objectives and international standards e.g. ITU / IEEE / IEC etc. Excellent knowledge of Telephony, Data Networking, Optical Transmission and Radio Communication System design. Also has experience on plant security systems like CCTV, PAGA, Access Controls, GPS based applications. Innovatively applies advanced engineering techniques and analyses engineering studies and reports within the discipline e.g. Optical / Radio signal path and Acoustic coverage. Able to serve as a ‘Technical Specialist’ as needed.
SPECIFIC RESPONSIBILITIES: Responsible for supervising all aspects of telecom related scope delivery and optimization of the design in most cost effective manner to the satisfaction of the Company and Client for large-sized projects. Responsible to ensure that the optimized design meets performance, safety, reliability and functional requirements of the Client, and that the product delivered is of acceptable quality. Responsible for providing prime technical interface and interaction with Client for successful resolution of discipline related scope and technical issues. Responsible for planning, managing, prioritizing and scheduling workload and various project activities related to discipline scope. Liaise with project management through Engineering Manager and inter discipline co-ordination. Responsible for Contract review, early identification of potential changes and development of Telecoms Technical Document Resister (TDR). Manage the development / preparation of telecom system schemes and identification of telecom equipment specifications & interfaces. Responsible for Basic Design and Engineering of Telecoms System e.g. Optical Fiber Transmission/Microwave/Trunked Radio/Conventional/Satellite Radio Communication systems for Oil & Gas applications. Knowledge, Review and Design structured cabling / LAN / PABX / Telephones specific to O&G standards. Provides guidance on plant security and safety system design like CCTV / PAGA / GPS applications. Knowledge of Navigation aids systems like VHF-AM Air to Ground, VHF-FM Marine, NDB beacon systems Supervise and review the Optical/Radio link budgets, PAGA Acoustic Coverage design calculations. Technical Demonstrates overall technical supervision and administrative overseeing of team personnel including engineers, designers. Inculcate and promotes innovation, department functional improvement and team working for infusing continuous improvement of knowledge base, cost-consciousness, and implementation of Quality and Safety Procedures. Provides technical expertise and support during various phases of the project design (as relevant) and execution. Demonstrates experience and expertise with various engineering deliverables and procurement engineering and is aware of commercial, contractual and administrative aspects of the telecom department’s scope of work. • To lead and co-ordinate the development and application of Criticality Assessment criteria and Project Quality Programmes.

Position reports to: Manager - Instrument & Control Engineering or Delegate

Primary objective:

To ensure Instrumentation and Control systems design integrity whilst leading I&C engineering team on specific projects.

Specific Accountabilities:

• Ensure work is carried out competently and effectively, within time and budget constraints, and that project objectives are satisfied.

Essential Skills/Experience

• 18 years + experience within the upstream oil and gas industry particularly well sites, pipelines, Gas/ oil separation, dehydration and compression facilities.

• Engineering , procurement , testing and construction support of following packages:

- Foundation Field bus Instrumentation , Conventional and safeguarding system Instrumentation

- Packages such as HIPPS, multiphase flow meters, vibration monitoring systems, control valves, relief valves, ESD valves and multiport valves, fiscal metering and Hydraulic wellhead control panels of oil wells & gas wells etc

- F&G instrumentation and Fire protection systems

• Hands on experience with Intools/SPI and exposure to PDS and work share environment

• Shall be conversant with International standards such as IEC, API, ISA and SHELL DEPs

• Preparation of basis of design, control philosophies, specifications, datasheets, sizing calculations, Material Requisitions, technical bid evaluations, PO requisitions, detail engineering deliverables and construction workpacks

• Carry out vendor drawing reviews and approval on discipline related packages and other mechanical packages. Incorporation of vendor details into design deliverables .

• Coordination with System integrator

• Participate in Inspection and FAT, IFAT and ISAT etc

• Resolution of engineering queries during the procurement and construction phase.

• Provide Site Support for Construction and commissioning team.

• Prepare Operating manuals and EPC dossiers.

Matching Indicators:

Preference will be given to candidates with extensive design experience on large scale upstream Oil and gas projects with design experience on systems such as DCS, ESD, FF, SCADA, Telecoms and F&G systems.

Candidate shall be familiar with SHELL DEPs, and International codes and standards.

Shall be conversant with MS office. Valve sizing calculations, flow element sizing calculations.

Exposure to Intools and SIL studies and ability to provide input to control and shutdown narrative is a must requirement .

Good communication skills, presentation skills and report writing skills are essential requirements.
