Pans, supervises and controls the day-to-day activities of Drilling Engineering contracts Section including; following up Drilling Division (DD) contracts validity, available funds and performance. Participates in reviewing the Scope of Work, strategy for new tenders and technical evaluation of the submitted offers. Participates in conducting special studies and task forces, related to DD Contracts process and follows up meeting.
Coordinates with Commercial and Finance Division to resolve any contractual problems.
Work covers 11 Rigs and two Barge including ADMA-OPCO, ZADCO & ADNOC contracted services, about 70 contacts in addition to technical staff contracts.
Principal Accountabilities
• Directs and supervises the activities of assigned personnel in the section. Includes determining priorities, allocating work assignments etc. Performs supervision functions and assumes responsibilities at Section Head level as established by General Management.
• Plans in advance to start issuing the official requisition (CR/CCR) through the Passport System taking enough lead time prior to the expiry date of contracts for further approval by Management. Reviews (with Management) Scope of work, contract strategy, objectives ad Invitation To Tender (ITT) for new tenders jointly with Drilling Job Officers. Ensures all contracts are extended or tendered on target dates.
• Establishes adequate measures to monitoring contracts available funds and make necessary actions to ensure funds available throughout contract duration
• Coordinates with Commercial Division (Contracts) action required for resolving pending disputes (weekly meetings, and represents Drilling Division together with Drilling Job Officers in the preparation of the enquiry for new tenders. Participates in the negotiation meetings with CMD Contracts team and the bidders.
• Follows up and coordinates the allocation of major contracted services on various Rigs / Locations on monthly basis.
• Defines and Implements key indicators to monitor contractor performance on quarterly basis. Issues contracts close out (end of contract performance evaluation) jointly with Job Offer(s) and puts forward recommendation for Management directives. Ensures the proper implementation of contractual terms and conditions.
• Monitor all aspects of contracting process implemented by CMD and provides recommendations for modifications / improvement. Provides all technical and statistical support related to Drilling Contracts to all Drilling Teams. Provides advice and assistance in all matters related to upgrading and standardization of Drilling contract documents for new contracts.
• Formulates, jointly with Job Officers, divisional standpoint in dispute. Claim cases over interpretation and performance of drilling contracts and presents it officially to CMD for action.
• Knows Company health, safety and environmental policy HSE, procedures, regulations as they relate to his area of responsibility.
Communications & Organizational Relationships:
• Daily contacts with contracts request initiators and Job Officers up to T/L’s level to discuss and formulate contract requirements and to exchange information on current status of contracts.
• Frequent meetings with Senior Management AGM (DS) and MD, CMD (TL) to review & follow up contracts status and progress.
• Frequent contracts with Contacts Officer in CMD to clarify operational requirements and to discuss contractual relevant issues.
• Frequent contracts with accountants / financial controller (Drilling) in FD for payment / and to obtain financial statistics on Drilling Contracts requisitions.
• Regular contacts with Contractors’ representative during contracts request preparation and execution to achieve the Company’s objectives.
• Works according to company’s established procedures and specialized / professional standards. Exercises latitude in providing solution to problems.
• Completed work is subject to review by Supervisor.
