Job Description POSITION OVERVIEW:
Motivates and Lead a team of telecom engineers and designers under his supervision for carrying out telecom package detailed engineering work in large sized Oil & Gas EPC projects assuming entire responsibility from conceptual to detailed design. Prepares and compiles necessary technical information for procurement in compliance with Client specifications / engineering data sheets and standards in the premise of budgeted man-hour and project schedules. Reviews alternative methods and solutions for complex telecom engineering problems and selects the most efficient and economical option to achieve the design objectives and international standards e.g. ITU / IEEE / IEC etc. Excellent knowledge of Telephony, Data Networking, Optical Transmission and Radio Communication System design. Also has experience on plant security systems like CCTV, PAGA, Access Controls, GPS based applications. Innovatively applies advanced engineering techniques and analyses engineering studies and reports within the discipline e.g. Optical / Radio signal path and Acoustic coverage. Able to serve as a ‘Technical Specialist’ as needed.
SPECIFIC RESPONSIBILITIES: Responsible for supervising all aspects of telecom related scope delivery and optimization of the design in most cost effective manner to the satisfaction of the Company and Client for large-sized projects. Responsible to ensure that the optimized design meets performance, safety, reliability and functional requirements of the Client, and that the product delivered is of acceptable quality. Responsible for providing prime technical interface and interaction with Client for successful resolution of discipline related scope and technical issues. Responsible for planning, managing, prioritizing and scheduling workload and various project activities related to discipline scope. Liaise with project management through Engineering Manager and inter discipline co-ordination. Responsible for Contract review, early identification of potential changes and development of Telecoms Technical Document Resister (TDR). Manage the development / preparation of telecom system schemes and identification of telecom equipment specifications & interfaces. Responsible for Basic Design and Engineering of Telecoms System e.g. Optical Fiber Transmission/Microwave/Trunked Radio/Conventional/Satellite Radio Communication systems for Oil & Gas applications. Knowledge, Review and Design structured cabling / LAN / PABX / Telephones specific to O&G standards. Provides guidance on plant security and safety system design like CCTV / PAGA / GPS applications. Knowledge of Navigation aids systems like VHF-AM Air to Ground, VHF-FM Marine, NDB beacon systems Supervise and review the Optical/Radio link budgets, PAGA Acoustic Coverage design calculations. Responsible for detailed engineering activities, engineering deliverables, modeling inputs, project reporting and design integrity checks/reviews to ensure that all key issues are identified and mitigated plus developed. Responsible and direct procurement activities starting from technical inquiry requests (Inquiry Requisitions) to vendors; participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE) to order placements, budget/schedule monitoring, vendor communication, vendor document reviews, factory acceptance testing and product release. Responsible for maintaining the technical quality of the documents and ensure their delivery in a timely manner. Review ITB (Invitation to Bid) documents and involves in EPC proposal preparation for telecom package. Interface and regularly meet with client and vendor representatives, conduct internal staff progress meetings. Ensure total compliance with Company’s ISO Quality procedures.
Technical Demonstrates overall technical supervision and administrative overseeing of team personnel including engineers, designers. Inculcate and promotes innovation, department functional improvement and team working for infusing continuous improvement of knowledge base, cost-consciousness, and implementation of Quality and Safety Procedures. Provides technical expertise and support during various phases of the project design (as relevant) and execution. Demonstrates experience and expertise with various engineering deliverables and procurement engineering and is aware of commercial, contractual and administrative aspects of the telecom department’s scope of work. Promotes Quality Control throughout his team and ensures that their team works within the Quality Management System and participates in regular quality audits. In the areas of Telecom and associated systems, analyses exposure to risk and quantifies potential for losses, applies logical solutions for managing the risks taken through composition and implementation of contingency plans. Provides necessary inputs on manpower planning and extend help to Discipline Manager for recruitment and performance management of his/her team. Assists Discipline Manager in the planning and management of telecom department’s / team’s objectives, budgets and resource requirements. Coordinates to achieve productive relationship with the offshore engineering centres within the organisation (globally). Familiar with Microsoft Office applications as required (Word, Excel, PowerPoint,
