Industry : Petrochemicals, Petroleum/Oil and Gas/PowerPosted Date : 10 Dec, 2010 | Job Id : 50056968MAIN PURPOSESThe Business Administrator is responsible for the recruitment, supplementary manpower providers contractual negotiation, procedures preparation , administration and logistics support of the SATORP project personnel, including staff secondees and contractors, at the various Directorate and EPC vendor locations.
RESPONSIBILITIES AND TASKS:
- Implement procedures and policies for project staff secondees, and contractors HR administration
- Participate pro-actively in the technical review and selection of appropriate manpower contractors / agencies for project resourcing. This will include sufficient generalist engineering and technical discipline providers and also specialist agencies for other key areas.
- Negotiation, preparation and execution of frame contracts, with agreement of assignment conditions and associated financial packages at various global site locations, while maximising markets conditions
- Review and update Job descriptions for specific position criteria needs
- Liaison with package managers, projects controls manager to identify critical path appointments.
- Re-enforce to agencies the importance of critical skill-set needs, reviewing their methods of technical evaluation and agree procedures of candidate approval
- Close liaison with global resources and relevant technical associations to keep abreast of the market in terms of rates, allowances and skills shortages
- Utilisation of the latest recruitment resourcing tools, online and traditional
- Maximising recruitment opportunities from key resource areas according to discipline, language etc (for example North Africa, Eastern Europe, Indian Sub continent and Canada)
- Regular liaison with project group Administration and controls departments to ensure audit trail of commercial documentation
- Implement and manage project travel and logistics, and all coordinate all HRA costs with project controls

REQUIRED QUALIFICATIONS:
Education - Degree in Business, H.R.A or related discipline.
Professional affiliation advantageous. Knowledge of French and or Arabic preferable. Experience of Middle East downstream and construction EPC projects activity a must.
